TABNC Board Election
Election results are in for the next term's board of directors. In September, the board decided to enhance the TABNC board to nine members by adding four new positions. Nominations were submitted in October and contributing members cast their votes in November. Some very dynamic North County leaders were elected to serve with current board members Ted Owen, President; Brad Wiscons, Secretary; and Pete Aadland, Advisory Officer. State Election
A word of thanks to all TABNC members who worked successfully in their communities to educate people about the benefit of public transit and road projects, and especially to those who got involved to help pass Prop 1A and Prop 1B. These two propositions secure funding for transportation projects in San Diego County and throughout the state. Prop 1A closes a legal loophole so that the sales tax that's collected on gasoline can only be used for transportation improvements. Prop 1B provides 20 billion dollars to expand and repair our most congested highways, and provides funds for public transit and to reduce air pollution. Both propositions provide "fair share" funding to all cities and counties in the state to ease local congestion and improve deteriorating roadways.

Transit Center Master Plans for Carlsbad, Escondido, Oceanside (CEO)
The creation of the CEO Master Plans is now underway. The CEO Master Plans will be conceptual development plans for the Carlsbad Village Station (C), Escondido Transit Center (E), and Oceanside Transit Center (O). The Master Plans will coordinate both short and long-range development of the transit centers to provide new transit facilities and to create new supporting (transit oriented) land uses at each of the three transit center sites.

Transit oriented land use development at the three transit centers will help pay for transit improvements while improving the transit convenience and accessibility. Retail, residential, office and community land uses that support transit and the goals of downtown redevelopment in Carlsbad, Escondido and Oceanside will be studied.

To "kick-off" the study, three public workshops, one in Carlsbad, Escondido and Oceanside, were held to present the study approach and talk about what new transit oriented land uses and transit facilities at the stations community members desired. Also over 1,300 transit riders at Carlsbad Village Station, and Escondido and Oceanside Transit Centers were surveyed. They were asked what transit improvements and land uses they thought would improve their transit experience. Summary results of the workshops and transit rider surveys will soon be available on the CEO Master Plans page located online at http://www.gonctd.com.

SPRINTER Project Update
Currently the SPRINTER light rail vehicles are being tested in Escondido. These diesel multiple vehicles must have extensive testing prior to public service. Very soon you'll see the SPRINTER traveling further out to San Marcos. As a safety reminder, always look both ways before crossing the railroad tracks. Before you cross, be sure your vehicle will have 15 feet clearance from behind. The SPRINTER vehicles will not be operating on a set schedule during the construction phase, so expect to see them anytime. Arterial Road Completions in North County
The City of Carlsbad completed the South Melrose Drive Extension, extending a six-lane road between Palomar Airport Road and the Carlsbad-Vista city limit. Widening of Rancho Santa Fe Road to six lanes between San Elijo Road/Questhaven Drive and Melrose Drive also is completed.

New Transit Center Project Approved for Northeast Oceanside
The Oceanside City Council approved the plans for a new transit center to replace the current transit transfer area in the Wal-Mart parking lot in northeast Oceanside. The transit center will be one of NCTD's finest and will feature large pedestrian arrival and waiting plazas, covered seating and bays for 12 buses. On-site security will be offered during operating hours and a security video monitoring system will run 24 hours a day. There will be a building for ticketing and restrooms. The site will also house the North River Village mixed-use project which will include 106 townhomes, a small shopping center, open space, landscaping, and parking. Grant Award from APTA
TABNC recently received a $2000 Transit Coalition Grant award from the American Public Transportation Association to further our endeavors to ensure a world class transportation system in San Diego County.

Cedros Crossing Project, Solana Beach
The Solana Beach City Council's decision 17 years ago to host the Amtrak/Coaster station previously located in Del Mar was the first step in creating a vibrant, resident-serving heart for the Solana Beach community. Now, with over a decade of public input, it's time for the City Council to decide if the Cedros Crossing visionary plan will become a reality by approving the final and central piece that includes commercial and residential development.

The Cedros Crossing project meets the City's original goals, improving parking availability with a total of 965 parking spaces, including 528 underground spaces for train patrons. Cedros Crossing provides a mix of resident-serving retail, restaurants, high-quality residential lofts, boutique office space and a permanent home for the North Coast Repertory Theatre (http://www.northcoastrep.org) all in a distinctively-designed, pedestrian and bicycle friendly project that preserves view corridors and minimizes traffic impacts.

On January 17 and 18, 2007, the Solana Beach City Council will hold public hearings to review the proposed Cedros Crossing project at 6:00 p.m. at City Hall, with additional meetings scheduled for January 30 and 31, 2007, should the Council deem it necessary. TABNC members residing in Solana Beach are encouraged to provide input before a final decision is made by the Solana Beach City Council. The Solana Beach City Hall is located at 635. S. SPRINTER Right of Way Warning
Everyone should know that the area on either side of the railroad tracks, also known as the railroad right-of-way is private property and unauthorized entry into this area is considered trespassing. Warnings and citations with fines may be issued to any person not authorized to be in these areas.


The construction now under way to build the SPRINTER project makes the railroad right-of-way a particularly dangerous area to trespass. There is construction equipment and machinery, trucks and on- track equipment moving along the railroad right of way and the railroad tracks between 7:00 a.m. and 5:00 p.m. Monday through Saturday. There are also freight trains running during the evenings and weekends at any time in any direction along the rails between Oceanside and Escondido.

Please do not place yourself or your family in danger by illegally crossing the railroad tracks or by trespassing along the railroad right-of-way. Use an approved crossing at each street intersection to drive, walk or bicycle across the railroad tracks. Your safety and the safety of your families depend on your adherence to the no trespassing rules.
