Be In the Know
I-15 Managed Lanes
This project will build on the success of the I-15 FasTrak program by creating a 20-mile “Managed Lanes” facility for carpools and buses in the median of Interstate 15 between State Route 163 and State Route 78. When completed, it will feature four lanes with a moveable barrier, multiple access points to the regular highway lanes, and direct access ramps for buses. A high frequency express bus system, know as Bus Rapid Transit (BRT) will be operated in these Managed Lanes. Learn more at http://www.sandag.org/index.asp?projectid=34&fuseaction=projects.detail.

Sprinter Project
If you travel along Highway 78 through San Marcos, youíve likely spotted the SPRINTER loop being quickly constructed over the highway (see photo at left). Two other bridges (at Barham Drive and La Moree Road) have been constructed on the loop ñ which is estimated to be more than a third of the way complete. In late December, near the construction field office east of Woodland Parkway, installation was begun on the turnout linking the Loop alignment with the main track.

Regional Transportation Plan
Work continues on the technical update to the Regional Transportation Plan (RPT). This plan will update revenue and project cost projections to incorporate new TransNet funding and other funding sources (e.g., Proposition 42 funds); develop network and/or land use alternatives; and will serve to satisfy requirements for reporting air quality conformity analysis. Additional Parking Option Coming Soon to Oceanside Transit Center
After years of need, a solution for the parking crunch at the Oceanside Transit Center is here! In early 2006, a new parking structure will open adjacent to the train platform, adding 450 parking spaces to the busy transit center.
The facility offers free parking for train passengers, but no overnight parking-making it ideal for daily commuters on their way to Carlsbad, Encinitas, Solana Beach, Sorrento Valley, Old Town and San Diego. This attractive addition to the transit center sports a contemporary faÁade and upgraded landscaping. The new garage is located just north of the COASTER platform, near the BREEZE bus stops. Train commuters have easy foot access to the platform from the west side of the garage. The 11.1 million facility has been years in the making. North County residents who choose to ride rather than drive, can take advantage this additional parking for many years to come!

Legislation to Watch
This January, the Governorís Office released a listing of the legislative bill package that would enact his Strategic Growth Plan. Below are listed the bills, topic and author for transportation related measures.

SB 1165 (Dutton) and AB 1838 (Oropeza) - These identical bills authorize the $12 billion in GO bonds for transportation purposes in 2006-2008. Also
ACA 4 (Plescia) - Deletes the suspension provisions of Proposition 42
AB 850 (Canciamilla) - Introduced last year as part of GoCalilfornia effort, this measure addresses public-private partnerships.
SB 371(Torlakson) - Design-build authority for Caltrans and regional entities.
AB 1266 (Niello) - Expands application of design-sequencing authority for Caltrans beyond pilot program.

The Business Affairs committee has completed a new TABNC brochure and recently mailed out over 500 letters to transportation professionals. A Power Point presentation is soon ready and available for presentations at civic clubs, business organizations and transportation professional groups. The Transit Alliance is 200 members strong, and continues to grow each month. This committee mailed out 50 letters to CEOs of non-profit organizations, encouraging their membership and in January, will spearhead TABNCís first annual Membership Drive. The goal is to double membership in 2006. If you would like to meet some great people, become actively involved, or distribute a few Transit Alliance brochures, contact Shirley Cole at scole@nclifeline.org.

We are now 200 members strong, and are working hard to educate residents and business owners about North Countyís transit infrastructure and related projects.
